
Several of Sweden’s leading innovation hubs are joining forces in TACTIC, a new initiative designed to create clearer routes between civilian technology companies and the defence sector. The initiative has been awarded SEK 35 million to accelerate dual-use technologies, with co-funding from the European Union, Region Stockholm and others.
Many small and agile tech companies are developing solutions that are increasingly important to Sweden’s security and defence capability. But clear pathways for integrating commercial innovation into the defence sector have historically been lacking. TACTIC has been established to help companies scale, adapt and navigate a complex market.
Kista Science City, Ideon Science Park, LEAD, Sting and Uppsala Innovation Centre (UIC) are the driving forces behind the new initiative TACTIC. The goal is to establish a nationwide framework for accelerating the development of dual-use technologies (innovations with both commercial and military applications).
Bridging the gap between civil and military
“Sweden possesses immense civil innovation power, but these technological breakthroughs rarely find their way into the defence sector. By joining forces across regional borders, we can help companies navigate everything from innovation support to regulatory requirements, ensuring they become commercially ready for the defence market,” says Karin Bengtsson, CEO of Kista Science City.
The organisations behind TACTIC bring together established deep tech and innovation environments from across Sweden. Through new methodologies, tailored business support and specialised testing environments, the initiative aims to help Swedish tech companies break into the defence market and secure concrete commercial contracts.
Strengthening long-term competitiveness
TACTIC will not provide direct funding to companies, but will act as a facilitator, helping companies access external investment. Over the next three years, the goal is for at least 80 small and medium-sized enterprises to receive support related to dual-use technology. In addition, at least 10 innovation processes between companies and stakeholders within the defence sector are to be completed, and at least 10 international partnerships initiated.
Ultimately, TACTIC aims to build a permanent framework for collaboration between civil innovation hubs and defence actors. The ambition is to strengthen regional industrial capacity and support a more competitive technology ecosystem for dual-use innovation.
